Looks like an IP issue since the server rejected your connection.

I've been through this kind of thing recently and asked a lot of staff questions about using different IPs. It appears they allow 3 but more than that are refused. Could you have a different IP?

I would suggest going to the tracker IRC channel and discussing it with them. They should be able to help you out. I don't think it's a problem at your end.

i think your firewall is blocking utorrent to connect to other users..disable or add utorrent in allowed program to fix that..

No its not even an IP issue...i get a similar problem on azureus. I get it on TL BCG and a couple of other trackers n am using latest azureus...on azureus the tracker message says "no data received from tracker" n i can't even get a seeder from a swarm of 1000+ seeders. This prob has started recently for some other people too. I think there is a weird prob somewhere...could it b the isp blocking specific tracker from sending data for peer connection initiation n blocking tracker messages?

Are these new torrents or seeding what you already have?

First off, a router does not block your traffic, no matter if ports are forwarded or not - this is not an issue of connectability but of a http transfer that goes south. It would be much easier to know if this is an issue with your current operating system or not - try some kind of live cd and start a torrent client on that OS for example. If that still doesn't work, your problem is definitely no firewall, antivirus or any other local software.

Give it another shot before you do that though: Try using a ssl (https) torrent if you have access to a tracker which supports this. HDBits for example allows you to change this in the profile.

In any case: as you have tried this with different trackers and different clients, this is certainly no issue you have with multiple IP's or some banned/disabled TL account.
