HDBits had been lacking wmvhd stuff in the past but they have caught up on that. You might want to try Bit-HDTV and - surprise - TL ;) I don't know of a single tracker that has custom encodes though, most of that stuff are scene releases from groups like NOVO, IGUANA or BamHD.
