This looks to be a good idea from the record companies and movie companies idea !

I have been suggesting that ISP's close spammers accounts !

But this is terrible !

But I can understand it !

It's not all bad people can hide what they are downloading no?? on the other hand if you don't like your isp you can now opt out of the contract :D i have heard so many people complain about their isp but can't leave because of a 24 12 month contract dam this is a good idea if people can hide what they are downloading
