I think he doesn't want the Visual Basic runtime files but the actual IDE (Integrated Development Enviroment). Not too hard to find, dude. On Kazaa search for "Visual Studio" or "Visual Basic" under the software tab. download the largest files it shows. I suggest you download "Visual Studio 7 .NET" (two files), which you can burn to a CD.
