How on earth are you going to police your second requirement?

Some things you can control, what people download you have no way of knowing, I can promise the world from where I am and deliver nothing yet there is not a thing you can do about it.

What people do in the privacy of their own home (providing it is within the laws of the land) is none of your, or my, business :)
