You can't say it's the rarest tracker on internet, since there's probably dozen of them who are more rare, and that are so secret that we're not even avare of them.

http://hpjdotcc.livejournal.com/ is probably the most info you'll be able to find publically, and sign ups have been closed since 2005 so you can't get in. Just go to SCC or somewhere better.
