A good .tiff Editor/viewer

I have a scanner in my office that I use to scan house plans with
usually about 24"x36". I need something better then "windows picture and fax viewer" to open manipulate, combine and print these .tiff files.

Any ideas?

photoshop handles tiff files. That's what I'd use for any image editing more than rotating.
