Any DJ mixer program would do. Type "DJ Mixer Software" into google and let it go.

Check out Audacity, I'm pretty sure it can do what you want.

Goldwave. It's light and easy yet VERY feature filled. It isn't free but the unregistered version has no time limit and reduces in-program actions to 250 per session. Also, this IS filesharingtalk :)

If you want the best thing you wanna look for Cubase, Neundo, like nsap said audacity and if you have a mac you would go for logic.

I've used a few, and some can be great, but complicated for the not so experienced.
Try Virtual DJ....it's a great and easy app that can mix tracks, add effects, etc..LOVE...

I think that all the programs said here are good, and I would just add Reason, a good program but not that easy (have a musician friend that uses this one)

Adobe Audition 1.5 formally (Cool Edit Pro) Cubase sx3 (Has a steep learning curve though), Nuendo 3(same thing) or Ableton Live (same).
