i just tried to DL a mp3, i waited for the search to end, and the song i wanted had 249 users, so when i DL it i could only get 1 user connected, i kept clicking on "find more sources for this download" but it didnt help

and it says "my particapation level K-lite master 1000" what does that mean

Simply put, you won't be able to download a file from everyone who happens to have it, for various reasons.

And you can ignore the PL, it's pointless now (and always was imo).
