I found this on FileSoup:

By default Windows operating system uses 20% of your bandwidth to remove this.

1) Go to RUN and type gpedit.msc it will open a dialog box.
2) Go to Local computer policy> computer configuration>administrative

templates>network> Qos Packet Scheduler.
3) On the right hand side you will find Limit Reservable Bandwith open it.
4) Enable it and set the percentage to zero.
5) And u have your 100% bandwidth.

This is a reserved 20% of your ethernet connection to your network, not 20% of your internet bandwith (unless you have a connection that's 80% or more of your ethernet speed).
Don't think that this is going to give you faster internet speeds.

Agreed. However, the even-simpler fix is to open your network connection's properties and just uninstall the QoS component.

Old trick I've come by long ago.

Don't really know if it helps a lot ... with my 20Mb connection i don't have the urge to get even faster speeds.

Thx though.
