Can anyone explain how this replaces Peer Guardian? I went into Preferences/Advanced tab and made sure that ipfilter.enable is set to true, but is there a file that needs to be downloaded with this?
I am hearing that PG is useless while using Utorrent, so I stumbled upon this today.
Any help is greatly appreciated.

utorrent blocks the IPs listed in the ipfilter.dat file located in the settings directory (usually %appdata%\utorrent ). The format is IPs (http://www.amule.org/wiki/index.php/IP_address) range , Access level , Description
example
192.168.001.001 - 192.168.002.001 , 000 , example
Anything below 127 for Access Level is blocked.
For the IP address, pad blocks with lass than 3 digits using zeros.

Use ipfilter updater. It's a small, automated, command-line utility. You can find it on the demonoid tracker. If not then then you are lying and I won't send it to ya. :smilie4:
