I know this has been asked 10 million times so just link me to another post that explains if you want to but, is K++ 100% safe for downloads??

there's no such thing as a 100% safe protocol/network for downloading copyrighted material

My IP starts with 10. which means i am on private i believe, please correct me if im wrong, also what all do you need set in options to be safe?

It depends what you mean by safe really.
If you have a good, up-to-date anti-virus running and a good firewall, then you will PROBABLY be safe from catching any of the viruses or trojans that live on fast track.
If you use an up-to-date IP block list and/or PeerGardian, then (hopefully-touch wood) you will PROBABLY be safe from getting a nice legal letter from RIAA and its cronies inviting you to court for copyright infringment.
If you have a pass-word protected partition on your computer, delete your tracks well and clear your playlists in media player, then you'll PROBABLY be safe from your Wife/Girlfriend/Pairents/Wee Sister finding all that nasty porn you've been downloading and never talking to you again. :P
In the end though, simply connecting to the internet opens up the possibility of something bad happening, so you'll never ever be 100% SAFE, kazaa or no kazaa

your not safe if you use kazaa.. but most of us take that risk..
if you run a program on your lan to exchange mp3s etc.. you can get sued as well, but its harder to find out about.
