i have , i used to run sites like bux.to , and i still setuping then for $
but for a new kind of script would be much more easy to find somone with experience to do this.

Installing a tracker is easy, modding it and making it secure and reliable is another matter.

If you want someone to do it for you then you shouldn't even try it since the upkeep of a site could be quite time consuming and asking for help in a public forum like this could only lead to disaster before the site is even up.

get xampp so you can test the tracker on a pc

just google 'tb source' for the relevant links
unless the site becomes worthwhile or popular i think you'll have a hard time finding a coder./ -
