Yes, and for the foreseeable future until a new system is worked out.
So those currently waiting for the promised land will have to be patient for a little while longer, and if & when you do get that elusive invite you will appreciate it even more :)

Of course they can, they are staff and they normally invite friends & colleagues as VIPs as is the usual and normal practice, they can just use the invite code already in place.

We are restructuring our invite system. Invites are closed. Staff can add users but it is only done in extremely rare cases.

You have to remember, users that had invites prior to them 'closing' invites, can still use them. So its not just staff inviting people, if they even are, I dont know how you can know who invited some one, since the site doesn't tell you that...

False. Invites are COMPLETELY CLOSED. It may seem like people have invites but they can not be used. So any1 offering invites is lying.

FSC was feeling sad that ScT had bigger invites so it decided to get implants.
Note: I'm not saying at all that ScT is better than FSC. I dislike ScT. It was the first "elite" tracker with active invites that came to my mind.
