I developed a P2P utility for LAN and VPN. Am I allowed to announce it here? If yes, in which board?

You could post it in the FileSharing Section though if its viewed as spam it would be removed. There different reasons it would viewed as spam such as promoting a product for profit or posting about it in multiple sections of the site...
