I flush it, and it keeps on flushing... I'll be listening to it all night.

Make sure the rubber plug on the inside bottom of the tank is all the way down.

Just fill the tank with all the spare ass wipe you can find ;) That'll stop it.

If it is a long arm with a ball on the end of it(Stop I will start again!)

If your cistern is the type that has a large sphere on the end of a long metal rod.
Then VERY gently and caefully try and bend the metal rod forcing the ball further down into the water a bit more. This would mean that the ball rises to where it stops the inlet valve earlier than normal. Obviously this cure can not be done too many times.

If this works it will be all cisterns go

I live in New York, in an apartment. It has no tank, just some pipes, which I've tried fiddling with. What does help occasionally is to unscrew various bits, but I haven't gotten the practice perfected. And by the way, there it goes again!

There has to be a fosset/valve somewhere, no?
How else is a plumber going to fix it?
By shutting down the watersupply to the whole building?
