if either the teenager downloading the porn or the person/people featured in it are under the legal age in the area...yes

that is to say if you're under 18 (generally) or you're looking at people under 18 (generally) then you are breaking the law

Easy on him, for petes sake. We have no idea his age, and saying hes a teenager, and the fact that he asked this question, obviously hes not too old of a teenager, or this is be common knowledge for him. Its not likes hes a fricken 40 year old guy asking. Its normal for people to be attracted to others of similiar age, and he didnt know the laws in this regard.

Yes it is illegal in the US, assuming thats where your from, as I dont know the laws in every country, to have any explicit material of a person under the age of 18.

Yes the age of consent, from state to state in the US is different, ie the age which teens can have sex, legally.

But any images, video, etc, of a minor, defined as someone under 18 in the us, is illegal to make, have, or view. This is a FEDERAL law...

Ages in the law are there to protect people who possibly aren't able to oversee the consequenses of their acts. That's good.
Kiddyporn is bad. Because it's made for every wrong reason. And even if a kid is not forced, it will probably be damaged for the rest of it's life and develope values very common in prostitution.
