lol did i see the word "warner" in there. ummm, i don't know if it's unlawful to d/l tv shows and other things like cartoons considering the fact the vcr is 20 something years old and somewhat obsolete but can easily be used to record a program. i would say no, but just to be sure, ask the riaa anyways :P kidding of course :) as far as downloading cartoon movies...if they appeared on the big screen then no, on tv, meh knock yourself out

Yes it is.

Anything that has been televised or shown in a theater is either trademarked and/or copyrighted. Length of a video/film has nothing to do with it.

Recording using a VCR is covered under "fair use." This allows for personal use only. Technically, sharing that video and/or copying would also be illegal.

I know someone who's received a CEASE and DESIST letter from MPAA for sharing tv shows (Stargate SG-1 I believe...)

Had he not quit, they might have sued him... and probably won. :(

Sharing tv shows which have been broadcast is illegal, but it really shouldn't be.

speaking of which, would TV shows recorded using a TV tuner card onto your computer be covered under the "fair use"?

Yes. Sharing anything copyrighted is illegal.
