how to fill reqs on revtt?

im sorry if this has been ask and answered but i searched here and on revtt. how does one fill reqs on revtt. i was told that only PU's and above could fill them but i made PU and im still not able to fill the req. any help would be great!

Click on the request that you want to fill and you should see "Fill this Request:" followed by a link to the Request Upload Page.
