Hold F8 as your PC boots....but Windows XP doesn't really supoort a true Command Prompt only boot.
You'll basically be in safe mode with a Command Prompt window open.

You could try putting a blank floppy disk in your floppy drive, go to "My Computer"
, Right click on your floppy drive icon and go to "Format", then in the menu that pops up tick the box that says "Create an MS-DOS Startup disk".
then when it has finished just restart your computer with the floppy in the drive and that should get you into DOS. ;)

That works for me most of the times. I would suggest the same. ;)
