Creating Menus For A Cd

IS there anything which can make special menus for navigating CDs?
I want to make an SVCD but with a menu to navigate it.

If you use the DVD/VCD creator in Roxio Easy CD/DVD Creator 6 you can easily make menus, however, a lot of DVD players don't support using menus on VCDs, but the DVD player on a computer will.
