What does make us believe this time you`ll be active ? You got disabled from inactivity only if you don`t care too much about the account.sorry but that`s logic.

on my home i don´t have a fast internet... only when I am at university.... so 280 km can explain all lol

Inactivity means that you didn`t log in for 3 ~ 4 weeks or so...
Low ratio means that you didn`t have enough upload for a 0.5 total ratio .[low speed or non-seeding]

What is the reason you got disabled then ? Inactivity or low ratio ?
