Yes, if you actually use them.

More simultaneous downloads = more CPU and disk activity (= slowdowns)

Note that while attempting to save new K++ options from the Options menu, you will receive a warning about your numbers being to high - Make your changes, chose 'Apply', then chose 'Cancel' to get out.
