Converting Wave Files

Does anyone know how to do this? I have a copy of Windows XP and the damn thing tells you how to convert FROM wave, but I want to mess around with the sound recorder, so how do I take a music mp3 file and convert TO ? Do I have to buy a converter or something? Can I download a free version, and will it mess with my computer? Sorry if this question has alr eady been asked alot.

Get Acoustica MP3 2 Wave... its build into your pc so when you right click you get the option to convert the file to wave or mp3.
