Used to be a pretty good footy player.. Anyway, the symbols above the letters are there so that when reading, you know how to pronounce the letter (like, the surname isn't pronounced "Shoo-Koor", but rather something more like "Shoe-Kour", using the throat..).

The dots are called umlaut (pronounced oom lout) they actually change the sound of the vowel. His particular name is pronounced like Sook Her.
