Not necessarily, there are 10Mbit FTPs which would be slower than torrents for alot of people. Also scene ftps are secure but not the pay ones, they are probably crawling with feds. ;)

100mbit sites are faster, the 10mbit dump sites have older and large content, too, so its faster than old torrents. And i meant scene ftps with no pay slots (and you can always use some proxy to ensure you are hidden, but if you dont use ftps in the usa, you wont see any feds imo).
