My guess, from the link text he posted, is that he is talking about rtorrent - which is a brilliant unix bittorrent client.

well link doesnt work, but looking at the pic name then I am guessing its

look the left side or up side RTC-R1 beta and i am afraid betas not allowing at private trackers but hey if this is a webgui no problem if client ummm...
