He isn't necessary Romanian but iPlay is a bitch to seed, for the ones who don't live there. I heard they restrict speed rates for foreigners, so i guess he put this rule for this reason. And i vouch that only a Romanian will plenty enjoy this tracker.

I am at Iplay too and I'm not Romanian, still I managed to be Power User, got invites and have a good ratio. :happy:

i'm not romanian but it's important for me to give my only one invite to someone who will use the account. I'm not saying that a non-romanian won't use it but there's better chances that a non-romanian wanting to get iPLAY is a collector since there's so much non romanian trackers with similar content. Well, i rarely give invites in forums so when i do it, i prefer to put "hard" (but fair) conditions, particularly in fst which is full of collectors (and traders of course). Anyway, i agree that you can maintain a good ratio without necessarily living in romania... even if you need a dedicated server.
