I'm stealing this from a mate via a private forum. Good stuff and thought I would share it!
Not sure if this link has done the rounds but its certainly the first time I have seen it.

Checks whether they block your torrent connections with Sandvine etc.
My test came back clean unlike the one at my probation office a few years ago...

Nice thread bumrocks. I always wondered this, and now I know that I'm not being throttled.

Network Timeout:
The server at glasnost.karrenberg.net is taking too long to respond.
I guess the server is busy right now. Will try it later on...
Thanks...

Yeah I want to try this. I don't think I'm being throttled, but who knows. Thanks for the link.

Aww I'm getting the same thing. I already know that i'm throttled big time. But hey, I currently am running a 3rd party firmware to bypass throttling via MLPPP, just wanted to see if the site would detect it as NOT being throttled. :whistling

Is TCP traffic on a well-known BitTorrent port (6881) throttled?
http://139.19.152.18//bb//pics/square.png There's no indication that your ISP rate limits all downloads at port 6881. In our test, a TCP download on a BitTorrent port achieved at least 163 Kbps while a TCP download on a non-BitTorrent port achieved at least 194 Kbps. You can find details here (http://139.19.152.18//bb//bt.php?id=74.61.221.7&done=yes&btport=6881&repeat=2&port2=10009&sysinfo=Windows%20XP,x86,5.1,Sun%20Microsystems%20Inc.,1.6.0_07&btup0=104857&tcpup0=104857&btup1=104857&tcpup1=104857&btup2=104857&tcpup2=104857&btup3=104857&tcpup3=209715&btdown0=132894&tcpdown0=167350&btdown1=125886&tcpdown1=163846&btdown2=182534&tcpdown2=229581&btdown3=177278&tcpdown3=194214&#).
http://139.19.152.18//bb//pics/square.png Your ISP possibly rate limits all uploads at port 6881. In our test, a TCP upload on a BitTorrent port achieved at least 29 Kbps while a TCP upload on a non-BitTorrent port achieved at least 83 Kbps. You can find details here (http://139.19.152.18//bb//bt.php?id=74.61.221.7&done=yes&btport=6881&repeat=2&port2=10009&sysinfo=Windows%20XP,x86,5.1,Sun%20Microsystems%20Inc.,1.6.0_07&btup0=104857&tcpup0=104857&btup1=104857&tcpup1=104857&btup2=104857&tcpup2=104857&btup3=104857&tcpup3=209715&btdown0=132894&tcpdown0=167350&btdown1=125886&tcpdown1=163846&btdown2=182534&tcpdown2=229581&btdown3=177278&tcpdown3=194214&#).
Time to switch to a differnt port.
