What program do you recommend for converting AVI files back to dvd VOB files ready for burning.

Winavi. It's been one of the best for years.

I like VSO's ConvertxToDvd... it seems to be a little more "complex" in use than winavi, but offers more flexibility, such as custom titles, screens, backgrounds, music, chapters, etc.

Some more good ones, FAVC is my personal favorite, plus it comes in a 64 bit flavor if you have the OS to support it, and supports dual core:

Oh, I used to use winavi alot. But more recently I just let Nero do it. It works pretty well now.
