To answer your question I download most magazines from Rapidshare, it tends to have the widest selection of new mags. As long as you know a good RS link site or forum :).

Demonoid
BitSpyder
BitMe

Demonoid has lots of rare content despite the fact that it is easy to get in, a treasure that you've always treated as garbage if you're a guy who goes for rarity only.

The Pirate Bay actually has seeders?

So my thoughts of men aren't really true, I depict them to be selfish and narcissistic.

You are right, Demonoid is THE tracker, in the end, I always find myself lurking at Demonoid's, full of rare things there.

Same here, it's always the underdogs who survive.

I'm looking for High Times and/or MAD magazine, know any trackers that have a broader selection to include these?

Waffles has every issue of MAD ever printed, they also have some other stuff too, like a nice MAD magazine album from 1996 that you can listen too whilst your reading :P

E.C. Publications Inc. - Absolutely Mad: Complete Mad Magazine Collection 1952-2007 [2007] - 5.87GB - 5 Seeders 0 Leechers

MAD Magazine - MAD Grooves [1996/MP3/V0] - 67.99MB - 3 Seeders 0 Leechers
