I had the same problem wit AOL capping my speeds. I was meant to be on an unlimited service but then they brought in a fair usage policy which would see my speeds drop from 250kbps down to 40kbps during peak hours.
When i called AOL to find why my speeds where so slow they were telling me it was my problem and i need to check for spyware etc, so i gave up in the end and went with a better ISP and my my speed has been fine ever since :)

Throttles are really irritating and I'd suggest you to just get another ISP since you're living in N. America which has a wide array of choices.

have a look at this site http://www.dslzoneuk.net/isp_ratings.php.
It helped me when deciding on a new ISP

Aol always throttlespeeds totally so u cant do shit shit, if i was id switch isp asap. Id suggest going on o2 brodband if u r in the uk, which is basically be broadband which dont cap or throttle u at all, im pretty sure virgin throttle speeds but i cant be 100% sure on that. And do be hoenst u can have no complaints if they do.

ImageShack's leechbox, or get a 4-way shared Kimsufi L.

You can also buy one since you're from the UK.

With tax and everything you'll be paying round' 25 pounds.

Can't afford it?

Get a RapidShare premium account.

AOL, Tiscali, Orange, Virgin, Sky(I think) and another one signed an anti piracy thingy and they first block your speeds, then (hopefully) they will send you a couple of letters asking you to stop torrenting then Ol Bill will knock at you door... The funny thing is that you are a 15 years old little mug who was just trying to get a few porn films for him and his mates to watch...

In other words, a friend of a friend was nicked from his home by 20 odd Ol' Bill. He was a real pirate... he had hundreds of illegal copies and 20 grand cash from selling them... Is it worth it? Just if you are smart and they dont nick you

Anyone in the UK goto this website, www.samknows.com and enter your postcode and phone number and it will tell you if there are any LLU providers at you local exchange.
I would recomend Sky/Easynet(UKONLINE) Be/O2
Check it out and PM me if you need help with your choices.

U would recommend sky u must be kidding me mate, sky would be useless unless u just want to browse the net and emails, even then its known to be really slow and have frequent cut off's during the day.

Depends if you are on the re-badged BT IPStream product or Easynet's LLU.
Im with UKONLINE which are owned by SKY and i get the full 24meg downstream my router connects at.
no throttling at all and get full throughput 24hrs a day.

Sky dont even have a Fair Usage Policy anymore on their LLU product so you know thay aint gonna be throttling you for using to much bandwidth.
So it comes down to the copper wire coming from the local exchange to your house. Depends on how far you are from the exchange, how much noise is on the line and if the line is made of Aluminium and not copper, well your fooked.

I was using AOL about a year ago cuz I didnt know any better, after eventually escaping the contract I switched to Be Unlimited and my speed on torrents went from 220kBs to 1600kBp/s and AOL claimed they were not throttling and that was the maximum speed they could provide. wtf!
