Probably throttling

I thought they only throttle uploads?

I think you are thinking of the upload/download speed of your plan Tweakz rather than whether that bandwidth is being throttled or not. Most ISP's attempt to throttle bt protocol connections, some are more effective than others. The most likely explanations for the drop in speeds though would be either alot more users on the DSLAM itself, a bandwidth pool or packetshaping by the ISP(throttling).

If they're throttling your connection, that's easy to determine. Try a speed test (http://www.t1shopper.com/tools/speedtest/#C) and see if there is an issue with your line, or if your ISP is throttling Bittorrent traffic.

Let us know if both are slow or just your BT client.

If both are equally slow, let us know what you're downloading, how old it is, how many seeds it has (not the swarm total), what client you're using, and any other pertinent info I might be forgetting.

Maybe you limit the upload and your client limit the download automatically

Your ISP throttles bittorrent. http://www.slyck.com/story1613_Sympatico_Admits_to_BitTorrent_P2P_Limiting
