you can just resize them to the desired resolution.
One of the easiet ways to do it (if you've got WinXP) is to get the Image Resizer PowerToy from Microsoft.
It adds a "resize image" command to the context menu...so you can resize entire directories of images at a time,
to a custom resolution, within Windows Explorer.

As long as it's not too big of a stretch, you shouldn't notice much image distortion when enlarging pics, just get one
as large as possible and resize that.

On system resources, with basic jpeg or gif images, none of them tend to use any more resources than others, which
are negligible to begin with. Only if it's an extremely large filesize.
