Torrentech has quite a bit of house and techno. Direct download sites are probably even better for both.

ViPMusic only of course. Best 0day music tracker around with 25,000 torrents and 50,000 peers already. Lot of collections (packs), great community, pre times and speeds.

I would assume TT is good at that since it falls under their content, well, at least it did back in the times when I was a member. :)
