The BEST source for NDS Roms is EmuParadise.org (http://www.emuparadise.org/index2.php), They have ALL NDS games uploaded on their own fast servers.

You don't need a tracker for DS games. Just use Romulation(although emuparadise is descent too). It's a great site that gets all the newest ones pretty damn fast, and the forums are really active too.
