Making Icon Files

hi

i want to make a couple of icon files only small ones 32 pixels x 32 pixels
for a program but i dont know what program to use i only have paint :swear: and adobe photoshop 5 but these dont seem to do it

so is there a small program i can use it doesnt have to be to big or full of loads of extras just as long as it aint as dull as paint :D
