As far as I know, its address is "gctracker.mine.nu".

It was a Gamecube/Wii tracker.

Is it dead?

The old address was http://gctracker.mine.nu:800/. Now it only works if you use http://gctracker.mine.nu/ (without port).

And what about BitRefinery.eu and FileScene.ro?
They are not working for me either.

Hasn't Bitrefinery(nemesyz) been dead for quite some time? Never heard of the other one you mentioned.

I think Bitrefinery went dead and all its members were invited to Tehconnection.
