What is this program and why is it trying to access the internet? Is it a trojan or what is it exactly?

Thanks for the link but when I tried to delete it, it wouldn&#39;t let me. So I just blocked it from using the inernet. I don&#39;t know why it wouldn&#39;t let me delete it <_<

its probaly cuz some other program is using that file
