Yup. PaintShop Pro 8 is also very good.

If you only want to resize, i would say:
Irfanview (http://www.irfanview.com/)
or
A Smaller Image (http://www.trivista.com/products/asmallerimage/)

Jeez, using Photoshop to resize pictures. :rolleyes: Other things work just as well.

irfanview is great. Also paint shop pro (any version)

in the file menu, choose 'save for web' - thats the easiest way, mess around with the quality settings, for .gif's - amount of colours etc
and for .gif's ulead gif animator is pretty good
