Well, I am not exactly new to IRC, but I am kinda new to IRC file sharing. So, I cannot answer that. A good IRC client (if you don't already know is mIRC) there are alot of good versions of mIRC.
I have these clients:

Addict III
Doofbot
NoNameScript (I think is the best that I know of)
eMerge
regular mIRC
maybe more, but not sure

Well it's were a lot of movie and music files start of the net before they come to Torrent, KLite . . .
Get mIRC from www.mirc.com
Install it
Add www.ircspy.com to your favourites
Alright once you know the filename of the file you wanna download go to ircspy put it into the search engine hit search
Now once you see one with good speed, no queues (unless you want to wait) and download slots open click the number it should look something like #3 or something. Now press ok when that thing pops up and when you get into the channel hit ctrl + v or just paste and accept the file.

Note: You might have to go to the options and accept files with the extension .exe,.avi,.mpg,.mpeg,.zip, etc . .

IRC is designed as a chatroom program, not a P2P app. I mostly use it to talk with & coordinate with my gaming alliance. But, there are a large number of servers and channels (chatrooms) that specialize in file-sharing, as files can be sent thru the program.

IRC is basically a chatting program, but can be used to download new games/movies/software. Check the link Jay posted, or the link in my sig, or the pinned topic. You'll learn how to use mIRC for downloading, its a lot better than Kazaa Lite IMO.
