If someone refuses to trade or if he is bargaining doesn't makes him a scammer

He is a Scammer only in that case if he doesn't produces proofs of any sort at the time of trade.

Mods can ask for some sort of proof , username ,screenshot or profile link to judge he is scamming or not

There seems to be clear miscommunication here , whether intentional or not that is impossible to determine.As far as being a scam or not, given what was originally agreed to, it can't be classed as such.
