what's the best program i can use it to modify synchron.. the subtitles frame for many languages ..

cause i've tired from subtitlwork shop & time adjuster it's doesn't work on Windows® 7 Ultimate please advise me what the best now?

i generally use subtitle workshop to sync, and time adjuster to change the fps of my subs to the ones of my movies (when needed)
