Use Alcohol 120%
1- Click on 'Image Burning Wizard'.
2- Click 'Browse' and load the file. Then click next.
3- Check that your recorder is shown.
4- In the 'Data type' drop-down menu, choose 'Playstation'.
5- Choose the lowest burning speed (PSX CD-ROM seems to suck ass  ).
6- Click 'Start' to burn.

All you need to do is download a PS1 Cd image file (whether it's a .BIN/.CUE, .CCD/.IMG/.SUB or .ISO) and burn it using the method I described above. Alcohol 120% takes care of everything for you.

If you still want Nero, here it goes:
If it's a .BIN/.CUE file go to 'File' > 'Burn Image...' and load the .cue (both .bin and .cue must be in the same folder).
If it's an .ISO file, do the same as above just load the .iso directly (no .cue files needed to burn .ISO).
If the image type is .ISO and a popup 'Foreign Image file' opens up, then the .ISO is non-standard (these non-standard .ISOs have a very high risk of burning coasters). In this case choose 'Raw Data' and select 'Data Mode 2' in the 'Foreign Image file' popup.
If it's a .CCD/.IMG/.SUB image, go to 'File' > 'Burn Image...' make it show 'All files (*.*)' and load the .IMG file. The 'Foreign Image file' will popup and you need to to choose 'Raw Data' and select 'Data Mode 2'.
In the burning options, always choose Disc-at-Once and burn it at a very low speed (1x is the best).
As far as PSX Cd image filesizes go, they're usually around 300 or 400 MB but sometimes they can go up to 600 or 700 MB depending on the game.
