You should have mentioned that you were a member previously and gave an explanation of what happened to your account.
Or not but realize that failing to do so in all likelihood only decreases whatever chance of success you had since it looks like you are hiding something.

That is not a reason to NEED an account, plus you would probably be able to get it reopened if you explained this in their IRC.
