Install it to anywhere you like.
In Paint Shop Pro, go to 'File' > 'Preferences' > 'General Program preferences' > 'Plug-in Filters' and locate your plug-ins folder.

The default is usually a 'Plugins' folder in PSP's main folder.

If you have other programs like Photoshop, with plug-ins already installed, you can point it to that folder.

The plug-ins will be under 'Image' > 'Plug-in Filters'.

The Plugin folder isn't there by default, you need to create it.
But that doesn't matter because you can install it to whatever folder you want. You just need to point PSP to the plugin folder in the preferences.

Ooops, looks like I was refering to an older version of PSP (I forgot all about it when I started using Photoshop :D ).

You need to locate the plug-ins folder in 'File' > 'Preferences' > 'File Locations' > 'Plug-ins'. This is also where you can browse through your plug-ins.
