1. ZERO FILL program from the hd manuf (only)
2. Zap it with electricity

hard drive manufacturer or hard drive gooroos can regain the data even after 100 times. the most i've tested one of mine was 45 times, and still was able to recover data . Yet the more u format, the worse it gets to regain the file completely (a pro can put it back together). when i used the manuf zero fill, i couldn't find any shred of data on it.
zero fill - http://www.klboard.ath.cx/index.php?act=ST...ndpost&p=581979 (http://www.klboard.ath.cx/index.php?act=ST&f=30&t=74435&hl=zero+fill&view=findpost&p=581979)
if it was one file, u may, try cia unerase or google for data recovery then get it thru KL or warez (avoid warez if u can or use a hi-anon ssl proxy when visiting these sites and be ready for anything)

Honestly, I think probably the only truly secure way would be destruction.
The government's not gonna tell the public how much they can recover.
Reformatting is not secure at all, no matter how many times you do it.
Most secure-erase programs overwrite data up to 12 times...who knows what they can do.

the governement has nothing to do with this. the US dept of def is re-evaluating their procedure of deleting data merely cos the old thinking of 35 times blowfish (today's standard) can now be recovered.

I still doubt that aside from physical damage (electrical included), your data cannot be recovered.
zero-fill or whatever.
