Is there a program that is easy to use for editing people talking over a song, like a DJ or a radio shout out?

So you have an audio track with voiceovers, and would like to remove those from it?

With an audio editor or voice remover it may be possible to achieve that. The more advanced apps will let you fine-tune values such as phases and pitch, but don't expect 100% perfect results. You can have a look at this to get you started:

That and Adobe Audition are great programs. Now if I could find a good voice synthesizing program that records and distorts voices(clearly). I would be set. May have to buy a expensive (Kayne West,T-Pain type)microphone if I can't find a good program

I am not using any song's that another DJ made! It would not be right but to fine tune the tracks and add effects. That is a great program.
