File Re-naming

Is there a program somewhat like tagscanner to re-name files not music i.e. pictures and documents

whats wrong with the normal Windows renaming function - or are you wanting to do more than that

I wish to edit a lot of file names, you know tidy up a mess underscores, capatlization
