Indeed in the recent past (I mod here for a little over 1 year) most of the recurrent troublemakers came from Romania and another torrently infamous country you will easily guess which.
At the same time we have some good users from Romania, which don't care for trades, sales, and the usual. I can only understand to some point some tracker's perspective when dealing with this problem.
